ChamberCare MEWA for Indiana small businesses
A chamber-sponsored, self-funded MEWA administered by Indiana-based SIHO Insurance Services, for employers with 2–50 employees. It pools small groups under shared stop loss, runs on SIHO's TruConnect network, and layers in CVS Caremark pharmacy savings, WellBridge surgery, Delta dental and vision, and — new for 2026 — the Healthee AI benefits assistant and Quantify specialty-infusion care. Employee Benefit Solutions helps you decide whether it fits your group.
What is the ChamberCare MEWA?
ChamberCare is a self-funded multiple employer welfare arrangement (MEWA) sponsored through participating Indiana chambers and administered by SIHO Insurance Services of Columbus, Indiana. Small employers join a larger pool, sharing risk and stop loss coverage so that a few high-cost claims don't destabilize any one group.
For 2026, the plan is built around three partners: SIHO for medical administration and networks, CVS Caremark for pharmacy, and Delta Dental for dental and vision.
Who may be eligible?
- Indiana businesses with 2 to 50 employees
- In good standing with a participating Indiana chamber of commerce
- Employees averaging 30+ hours per week, past any waiting period
- Dependents covered to age 26 (with disabled-adult-child continuation)
How the networks work
ChamberCare uses a two-tier design: one Indiana network for care at home, and a national wrap network so traveling and out-of-state employees stay covered at in-network levels.
| Feature | In Indiana — TruConnect | Outside Indiana — First Health |
|---|---|---|
| Network type | Two-tier PPO of Indiana providers plus the Encore Combined Network | First Health Wrap, an Aetna affiliate, for a broad national network |
| Who it's for | Employees living and receiving care in Indiana | Traveling employees and those living outside the SIHO service area |
| Major systems included | Community Health Network, Riverview Health, IU Health, and more | National provider access at the same in-network benefit level |
| Provider proximity | 92% of providers within 10 mi (PCP/specialist), 20 mi (hospitals) of employee ZIPs | Nationwide access through First Health/Aetna |
SIHO reports the TruConnect network overlaps 92–95% with common Anthem provider lists, so many employees can keep their current doctors. Ask us to check specific providers before you switch.
Plan designs
ChamberCare offers a wide slate of two-tier plan designs meant to line up with the plans many small employers already have — from HSA-qualified high-deductible options to traditional PPO copay plans, with deductibles spanning roughly $500 up to $7,500.
What's included
Beyond the medical plan, ChamberCare layers in surgical, dental and vision, virtual care, and — new for 2026 — AI benefits navigation and specialty-infusion programs aimed at lowering member out-of-pocket costs. (Pharmacy has its own section below.)
Healthee — new for 2026
An AI benefits assistant that gives employees digital ID cards, provider and cost-comparison search, and 24/7 telemedicine and teletherapy — one place to understand and use their coverage.
Quantify — new for 2026
Specialty infusion care delivered at home or an alternate site through a URAC-accredited pharmacy, with a 24/7 clinical care team and many therapies at low or no cost to the member.
WellBridge Surgical
All-inclusive, up-front pricing for common outpatient procedures (orthopedics, ENT, general surgery, GI/colonoscopy, and more). PPO members pay $0; HDHP members pay up to the IRS minimum (currently $1,700), with any deductible already met credited toward it.
Dental & vision
Delta Dental plans, using the largest dental network in Indiana, plus vision coverage.
Employee assistance
An EAP offering employees and household members several free, confidential counseling sessions for stress, family, grief, substance use, and life transitions.
Indiana-based service
A dedicated local SIHO service team, expedited claims, and combined monthly invoicing that rolls plan dues and chamber membership into one bill.
The pharmacy stack
Pharmacy is where ChamberCare leans hardest on cost control. Coverage runs through CVS Caremark, then three savings programs sit on top of it:
- CVS Caremark — broad national retail network plus mail order, with an online portal to manage refills and check costs.
- ImpaxRx — helps members get high-cost drugs (Enbrel, Humira, Stelara, Harvoni, and similar) free or 40–70% cheaper via manufacturer and cash-price sourcing.
- Specialty Copay Assistance — enrolls members in manufacturer copay programs, finds generic substitutions, and applies plan-negotiated overrides after the deductible.
- RxSaveCard — routes members to Mark Cuban Cost Plus Drug Company pricing on hundreds of common medications.
Why employers consider it over ACA plans
- Shared stop loss and a larger risk pool that protect small groups from claim spikes
- SIHO positions the MEWA for lower rate volatility and stronger renewal persistency than the small-group ACA market
- MEWA buying power across many Indiana employers
- Historically single-digit renewals, per SIHO, versus the double-digit swings common in ACA small group
- Indiana-based administration, expedited claims, and combined billing
Honest considerations
ChamberCare isn't the right fit for every group. A few things to weigh:
- Chamber membership is required and billed alongside the plan, plus a per-employee ChamberCare access fee
- The employer must contribute at least 50% of the employee-only premium
- Pooling can dampen volatility, but rates are level only within your plan year and still renew based on the pool's experience — like any medical plan
- Some HDHP designs may not meet Medicare Part D creditable-coverage standards, which matters for employees near 65
How Employee Benefit Solutions helps
We're an independent Indiana brokerage. Our job is to tell you honestly whether ChamberCare beats your alternatives — including other chamber MEWAs like Anthem's Advantage 1 Health — not to push one product. We help you compare it against:
- Traditional fully insured ACA small-group plans
- Other MEWA, level-funded, and self-funded options
- Network fit — whether your employees' doctors and hospitals are in TruConnect
- Total cost including chamber dues, access fees, and contribution rules
